My Resource Pools
Introduction
What is Resource Supply? The Resource Supply app helps you gain insight into how resources are distributed across teams. You define Resource Pools, assign resources to these pools, and plan their availability and allocation per team. This gives you a clear overview of team capacity and how it develops over time.
Who uses it?
- Team leads and resource managers assign people to teams and manage their availability.
- Portfolio managers use team capacity data to plan initiatives realistically.
- Project managers align resource planning with the needs of their projects.
What value does it deliver?
- Provides realistic capacity insight by linking actual availability to team planning.
- Supports resource governance with clear responsibilities and allocation rules.
- Makes it possible to identify over- or under-allocation early.

Working with Resource Supply
Creating and managing Resource Pools
Resource Pools are created in the PTB. Follow the interactive guide below to see the steps.
In the Resource Supply app you see an overview of all Resource Pools. These pools group resources (people) that can be assigned to teams.
The Resource Pool page contains two tabs:
- Resources: Add resources to the pool or remove them.
- Plan resources on team: Set how many hours or FTE each resource is available and how that time is distributed across teams.
Example: A resource has an availability of 1.0 FTE and is allocated for 0.5 FTE to Team A and 0.5 FTE to Team B.
Adding resources to the Resource Pool
In the Resources tab you can add resources to the pool. Click + Add to add one or more resources.
Planning availability and allocation
In the Plan resources on team tab you can:
- Set the availability of each resource.
- Distribute their allocation across teams.
- See warnings when the planned allocation exceeds the availability.
Click Save changes to save the allocation or save it as a scenario.
On this tab you also see the team capacity: the total FTE a team has based on assigned resources.
Linking teams from the Jira Connectivity app
Teams used in Resource Supply come from the Jira Connectivity app. You can create a team without a Jira configuration.
To do this:
- Create a team in Jira Connectivity (without linking to Jira). See the Jira Connectivity article for more information.
- Set the Availability managed by field to the correct Portfolio when creating the team. The availability of a team can only be managed by one Portfolio.
- Once the team is linked to a Portfolio, the team capacity automatically becomes visible in the team capacity planning.
These teams can then be added to both Resource Supply and Portfolio.
Using team capacity in Portfolio and Project apps
Once teams are set up and resources are assigned:
- In the Portfolio app, use team capacity planning to allocate team capacity to initiatives.
- In the Project app, you can see how much time is allocated to the project per team.
This ensures your plans match the actual availability of resources.
Best practices
- Set availability realistically: account for part-time work, leave, or seasonal fluctuations.
- Group resources logically in pools (for example by department or skill set).
- Create Non-Productive Time teams for time not spent on projects.
- Create Skill teams to enable capacity planning based on skills.
FAQ
Can a resource be in multiple pools? No. Each resource belongs to one pool, but can be assigned to multiple teams.
Can a team work on multiple Portfolios? No. The availability of a team can only be managed by one Portfolio.
