Team capacity planning


Introduction​

What is the team capacity planning tab? The Team Capacity Planning tab is a strategic feature within the Portfolio functionality of Fortes Change Cloud that enables organizations to manage and forecast the availability of team resources across initiatives and is mostly used in a (scaled) agile portfolio approach. It provides a centralized view of team capacity versus demand, helping users identify resource bottlenecks, optimize workload distribution, and ensure that the right people are available at the right time. This tab allows users to plan capacity at various levels (team, role, or individual) across different time horizons, making it easier to align resource availability with portfolio priorities.

Who uses it? The Team Capacity Planning tab is used by:

  • (Lean) Portfolio Managers: to ensure that resource availability aligns with strategic priorities and timelines.
  • Epic Owners: to drive the implementation of epics from idea to execution.
  • Resource Managers: to manage team workloads and prevent over- or under-utilization.
  • Enterprise Architects: to provide architectural guidance and ensuring technical alignment.

What value does it deliver? The Team Capacity Planning tab delivers value by:

  • Improving Resource Allocation: It helps match demand with available capacity, reducing conflicts and delays.
  • Enhancing Strategic Planning: By visualizing capacity across portfolios, organizations can prioritize initiatives based on realistic resource availability.
  • Increasing Transparency: Stakeholders gain a clear view of who is available, when, and for what type of work, fostering better collaboration and planning.
  • Reducing Risk: Early identification of resource shortages allows for timely mitigation, such as hiring, reskilling, or re-prioritizing work.

Working with the Team capacity planning​

Team Capacity Planning provides the similar functionality as Skill capacity planning, but instead of Skills, the planning is based on Teams.

Most features and workflows are identical to Skill capacity planning. This article highlights the key differences and additional steps required when working with teams. Adding Teams​

Adding teams must be done in the Jira or Azure DevOps connectivity apps.

Once the teams are created in one of these apps:

  1. Open the Portfolio properties panel.
  2. Click the + next to Teams.
  3. Select the teams you created in the other app.

When creating a team in Jira or Azure DevOps, you can also select your portfolio in the Availability is managed in. If this option is configured, the team is automatically added to Team capacity planning.

Note: Ensure your portfolio is in Hybrid mode for so it works with the Resource supply app.

Configure Resource supply​

You can build the supply section of Team capacity planning using the Resource supply app. This ensures that team capacity reflects actual resource availability. To fully configure Resource Supply, see the Resource supply article.
